A pictograph of a decapitated cow head. The part on the left is the head itself, and the horizontal line is the neck. Why someone would chop off a cow's head like this? Maybe to scare the children on halloween? I don't know.
This is the top part of the 牛 kanji which signifies a cow, hence this is that cow's head.
